South City Foundation is a Community Quarterback organization in the Purpose Built Communities network. In our role as a Community Quarterback organization, we partner with key stakeholders and residents to implement our community’s vision for South City. Our work supports the Purpose Built Communities model for impact: that every neighborhood can become a pathway to prosperity for the people who live there, resulting in greater racial equity, increased upward mobility, and improved health and wellness for residents.

This dashboard shows community data for both the South City neighborhood and City of Tallahassee, FL. The data presented here represent short-term outcomes in the theory of change for the Purpose Built Communities Model. These charts help us understand our progress towards equitable outcomes, defined as a community metric reaching parity or better with the status for their city.

South City | How do we estimate neighborhood indicators?

HOUSING STABILITY

We look at multiple measures to understand housing stability, which tells us that a neighborhood is somewhere that people feel invested in. Stable housing is also foundational for health, education, and economic prosperity. Information here is from the American Community Survey 5-year estimate and our local school district.

Housing stability continues to be one of the defining issues for families in South City. Many residents want to stay rooted here close to family, schools, childcare, and the relationships that hold this community together, but too many are navigating aging homes, rising rents, and limited high-quality options.

Our strategic plan names housing as both a pressure point and a tremendous opportunity: when families have stable, affordable homes in their own neighborhood, everything else becomes more possible. This reinforces why SCF is committed to resident-centered redevelopment, pathways to homeownership, and strengthening the rental landscape so legacy families can remain part of South City’s future.

EMPLOYMENT

Measures how many adults in the community have jobs. This is important for assessing economic health, social stability, and overall community prosperity. Research evidence from Opportunity Insights shows that growing up in a community where neighbors are working is a significant predictor of future upward mobility.

Employment in South City is deeply connected to access to transportation, childcare, training, and jobs that pay enough to support a family. Childcare is one of the biggest factors that either opens the door to employment or closes it. Inconsistent care, high costs, and the lack of programs near home often push parents into unstable or lower-paying work.

Our strategic plan highlights that workforce development must be paired with wraparound supports. When families can rely on stable early learning, flexible schedules, and transportation options, they are in a better position to secure and keep meaningful employment. EDUCATION

We partner with schools to improve educational pathways for our children. To understand access to high-quality educational pathways, we look at data about third-grade reading and pre-k enrollment. Education, beginning at birth, is vital for healthy child development. High-quality, community-serving schools foster children’s development and prepare them for life.

Education is the heartbeat of our cradle-to-career vision for South City. We know that the road to stronger academic outcomes begins long before kindergarten, and our Where Families Thrive study confirmed what parents shared: families want high-quality early learning, they want to be engaged partners, and they want their children set up for success from the very start. Yet many face long waitlists, transportation barriers, and limited options that meet their needs.

The launch of the South City Early Learning Center is a major step toward addressing these gaps, but we know this work must continue across the entire pipeline from literacy to after-school supports to strong school partnerships. Our strategic plan makes it clear: when families and schools work together, and when children receive support at every developmental stage, we set the stage for academic success that lasts a lifetime.

WELL-BEING

We support partners and programs that strive to improve physical and mental well-being. The below indicators help us understand the overall physical and mental well-being of our community. Thriving neighborhoods prioritize wellness through medical care, mental health support, healthy food access, community spaces, arts, culture, and green areas.

Family well-being is foundational to everything we’re trying to build in South City. The data and our conversations with parents tell a consistent story: families are navigating stress, health challenges, limited access to primary care, and the ripple effects of generational inequities. At the same time, parents are incredibly resilient. They’re resourceful, loving, and determined to create better futures for their children.

Our strategic plan affirms that health is not separate from housing, education, or economic stability; it is interconnected with all of them. Families talked about the need for nearby pediatric care, mental health supports, and wellness resources they can trust. Strengthening health access, reducing barriers, and expanding whole-family supports are essential steps toward ensuring every child and every caregiver has what they need to thrive.
